希腊获欧央行救助协议有望本月达成

希腊周四(4月9日)为其银行业争取到了更多的可用紧急资金，与此同时希腊财长瓦鲁法基斯(Yanis Varoufakis)表示，他有信心与欧洲伙伴在本月达成救助协议。
据希腊一名政府官员对，该国已执行一笔4.5亿欧元、周四到期的国际货币基金组织(IMF)分期贷款的付款。
由于被摒除于债市之外，且官方金援冻结，希腊料将在数周内现金用罄。政府官员已提出对IMF偿付款项违约的选项，不过最近几天雅典方面试图粉碎这样的传言，承诺将履行自身义务。
据两位知情人士透露，欧洲央行管委会在周四的电话会议上将由希腊央行提供的紧急流动性援助(ELA)上限提高12亿欧元(13亿美元)，至732亿欧元。这高于上周批准提高的7亿欧元。
在希腊财政困境引发的顾虑日增之际，上述批准的金额与希腊自欧洲央行申请的金额一致。瓦鲁法基斯表示，希腊并未寻求在欧洲以外解决其危机。之前希腊总理齐普拉斯周三访俄会见了俄罗斯总统普京。
瓦鲁法基斯称，“我们应该非常明确这一点：我们的救助问题需要在欧洲大家庭解决。本届政府未寻求在欧洲以外寻找解决欧洲问题的办法。”
欧洲负债最高的国家希腊正在与欧元区成员国以及国际货币基金组织(IMF)就其2400亿欧元救助案的条款进行谈判。目前的僵局使得希腊只能依赖ELA，可能存在希腊在几周内违约以及退出欧元区的风险。
据一位知情人士表示，欧洲央行行长德拉基周四在电话会议上向同僚们表示，必须全额满足希腊在获得更多紧急资金方面的申请，因为资金外流可能有引发严重流动性问题的风险。
欧洲央行每周都在评估希腊的ELA情况，以免银行机构为希腊政府提供资金。在欧洲央行管委会讨论之前，官员们称希腊可能不会如愿获得所申请的8-9亿欧元。
