希腊与国际金主谈判“再”破裂 或寻求Pimco融资

据外媒周二(3月31日)援引有关官员的话称，希腊未能与欧盟和国际货币基金组织(IMF)达成初步协议以获得纾困金。此前欧盟与IMF认为希腊政府提交的改革方案不过是设想，而非切实可行的计划。
未能达成协议令希腊政府承受更大的压力。除非希腊能说服债权方提供更多金融帮助，否则在数周内就将面临资金告罄的困局。
然而，希腊政府却摆出镇静姿态，表示仍希望在该国长期坚持的立场基础上达成协议，即国际债权人要求实施的改革举措不应伤及经济增长。
一名熟悉谈判情况的消息人士称，协商陷入停顿并不代表谈判破裂，只是说明进展缓慢。
自希腊总理齐普拉斯1月上台，并誓言结束紧缩政策与救助计划之后，该国在与国际贷款方的谈判过程中充满了互不信任和刻薄言辞。
希腊及其欧洲伙伴国试图向外界展示，齐普拉斯与欧盟领导人进行一系列会谈后近几周关系出现改善，但双方对养老金改革及债务减免等问题的分歧仍然很大。
现在的焦点议题是希腊上周提交的改革清单，希腊希望向债权人表明其恪守承诺且应该获得救援。但欧元区官员批评这份改革计划不够充分。一位欧盟官员称，贷款人尚未收到一直期待的改革计划。
一名官员称，欧元区各国副财长组成的欧元工作小组仍计划周三(4月1日)召开电话会议，以评估到目前为止的进展。
齐普拉斯周一呼吁与贷款方达成“诚实的妥协”，但同时警告希腊不会同意“无条件的”妥协。他重申，政府将实施2月20日与欧元区达成的协议，呼吁反对党予以支持。
但齐普拉斯强调，政府有不容谈判的“红线”，比如不能降低薪资和养老金、大规模裁员以及廉价出售资产。
此外，希腊财长瓦鲁法基斯周二(3月31日)与太平洋投资管理公司(Pimco)高层会面，Pimco在欧元区二线国家国债上面有大量投资。希腊财政部一位官员表示，Pimco高层表示对希腊国库券标售和国债感兴趣。
