欧元区经济信心 四连扬

根据欧盟执委会周一公布的3月经济信心指标（ECI），不论企业或消费者均对前景益趋乐观，反映油价下跌、欧元贬值，以及欧洲央行新的量化宽松方案将证实对欧元区踏上景气回复之路产生了决定性影响。
欧元区3月ECI（衡量企业与消费者信心的指标）为103.9，系连续第4个月攀升，较前月高出1.6，不但更加超出长期平均值100.0，亦优于经济学家预测的103.1，且进逼2011年6月以来最高点。
欧元区较大经济体大致呈经济信心增强，以义大利最优，法国则垫底。至于正协商纾困方案新条件的希腊，其经济信心呈大幅萎缩。
欧元区3月ECI攀高透露出企业投资和家庭支出可望在近几个月内增加，如此发展有助于欧元区景气復甦。欧元区此际景气復甦依然温吞，而且面临落入通缩的风险。
经济学家常将油价下跌比拟做收入增加或销售税率下降，因为油价走低让民眾有较多钱能用于购买其他财货服务，而油价近期大跌很可能已让欧元区许多家庭对其近期财务状况的感受转佳。
油价下跌也降低企业成本，另一方面，欧元贬值促使欧元区出口业者提升其在世界市场的竞争力。
此外，欧洲央行新的量化宽松方案，直至2016年9月将收购超过1兆欧元债券，其中绝大部分是公债，对此，金融市场早期反应是正面的，股价为之上扬，而债券殖利率滑落。欧元区消费者和企业似乎亦受欧洲央行量化宽松新方案的激励。
消费者支出是欧元区去年展开景气復甦的主要动力之一，儘管去年第4季消费者支出季增率仅0.4％，低于前季的0.5％，所幸，企业投资转趋成长，令人惊奇，去年第4季较前季扩大0.4％，一扫之前连3季零成长的阴霾。
