面对低薪资和低通胀 美联储应继续按兵不动

1月9日 – 尽管美国12月就业增长强劲，但薪资增长缓慢和低通胀形势促使两位美联储高级官员要
求将升息推迟到明年，另一位官员则建议等到2015年中期或更晚再升息。
“如果美联储宁可被写历史的人认为行动晚了点或早了点，也要那么做，那我个人更偏向于冒行动
慢半拍的风险，”亚特兰大联储总裁洛克哈特周五接受彭博访问时说。
周五的政府报告显示，美国12月新增就业岗位高于预期，但薪资增长缓慢。
洛克哈特属于政策中间派，他表示这份就业报告不能成为美联储提前首次升息时点的理由。他目前
预期的首次升息时点在2015年中期或更晚。
芝加哥联储总裁埃文斯在就业数据公布后对CNBC电视台表示，他坚持认为应该在2016年升息。
“如果我们想要通胀率升向2%的目标…就必须先要看到薪资涨幅提高，”埃文斯说。“那正是我
主张要对升息有耐心的原因。”
埃文斯和洛克哈特今年都有美联储决策委员会的投票权。埃文斯称，尽管就业状况出现“良好进展
”，但通胀率需要几年时间才会回到美联储2%的目标水平。
美联储自2008年12月以来一直维持近零利率不变，多数央行官员预期，今年美国经济将强劲到足以
支持央行开始升息。许多交易商也持这一看法，他们周五押注美联储将在9月开始升息。
周四晚间，明尼亚波利斯联储总裁柯薛拉柯塔主张再将利率维持不变一年。他跟埃文斯一样，认为
这么做的原因是薪资增长乏力，通胀持续很低，而且金融市场愈发押注美联储的通胀目标仍将实现
不了。
美国债市衡量通胀预期的指标在就业报告公布后进一步下跌。
埃文斯周五称，对通胀预期的押注已经“下滑了许多”。“投资者这么做的原因，要么是他们预期
通胀率将继续维持很低水平，低于我们的通胀目标…要么就是低通胀的成本可能比他们以前遇到
过的情形高出许多。”
美联储上个月淡化基于市场的通胀指标下滑的影响，称有调查显示，经济学家依然坚定地认为美联
储有能力推动通胀升回目标位。
今年也有决策投票权的里奇蒙联储总裁拉克尔周五对上述观点予以了认同，他称调查显示通胀预期
十分稳定，经济增长前景一片光明。
在提到升息没有预设的时间表时，拉克尔还补充称，如果经济增长前景发生急剧变化，美联储必须
迅速作出反应。
