沙特石油部长：油价跌到20美元也不减产

周一(12月22日)沙特阿拉伯石油部长欧那密(Ali al-Naimi)表示，沙特阿拉伯已经说服石油输出国组织成员国相信，不管价格跌到什么程度，降低产量都不是符合该组织成员国利益的做法。欧那密强调，“不管每桶是20美元，40美元，50美元还是60美元，都没有什么关系”。
原油价格在欧那密强硬言论下承压走软。其中ICE布伦特2月原油期货价格下跌1.42美元，跌幅2.31%，报59.95美元/桶。美国NYMEX 2月原油期货价格下跌1.77美元，跌幅3.12%，报55.36美元/桶。
欧那密表示，“不管每桶是20美元，40美元，50美元还是60美元，都没有什么关系。这个世界可能不会再看到油价回到每桶100美元了，虽然这曾经是沙特阿拉伯所希望的价格水平。”欧那密还表示，“作为石油输出国组织的政策，我说服成员国接受了这点，甚至是组织总干事现在也相信，降低产量并不符合石油输出国组织产油国的利益，不管油价是多少。”
欧那密是在接受中东经济调查的访问时透露这一消息的。石油输出国组织在11月27日的会议中做出了拒绝降低产量的决定，尽管当时油价已经大幅下滑。这被视作该组织的策略从维护油价向捍卫市场份额的重大转变。
沙特阿拉伯国有的报纸生活报在周一引述阿欧那密的说法称，该国已经准备增加产量，而且将以满足任何新客户需求的方式获得更大市场份额，更低的油价可以通过刺激经济增长来促进需求。
Petromatrix的原油分析师Olivier Jakob指出，“油价每天都在下跌，是因为每天总有石油输出国组织某个成员国的石油部长出来说话，试图打压油价。”他指出，“他们每天都会出现传达这样的信息，他们不会采取任何措施来限制供应，他们就是要油价下跌，要美国人减少产量。”
