据华尔街日报报道，全球银行正抑制现金流向俄罗斯企业，以应对卢布自1998年金融危机以来最严重的跌势。
华尔街日报援引知情人士透露，高盛集团(Goldman Sachs)于本周开始拒绝机构客户参与某些以卢布计价回购协议交易的要求，以及其他旨在筹措资金的交易。
银行家与交易员说，这些限制部分卢布交易的措施，本周已在主要西方金融机构当中变得愈来愈普遍，尽管这些机构依然试图从卢布的大幅波动中赚取利润。大银行采取这些措施是为了保护自己避免因卢布波动而蒙受损失，但这些措施可能会给俄罗斯的金融系统平添压力。
据一位知情人士透露，高盛在最近几日已基本停止以卢布计价的中长期回购协议交易，这种协议以证券或其他资产来换取现金。但高盛仍然从事期限在一年以下的短期卢布计价回购协议交易。
继15日大跌10%之后，俄罗斯卢布16日再度崩溃。美元/卢布盘中最高升至80.10，卢布单日跌幅超20%。俄罗斯股指RTS指数大跌19%，创1995年以来最大跌幅。俄罗斯央行[微博]12月16日实施了自1998年债务违约以来最大幅度的加息，但未能阻挡卢布跌势。
外汇经纪商FXCM周二表示，鉴于卢布走势震荡，该机构将从周三开始停止卢布兑美元的交易服务。
FXCM在一份声明中说，停止这项服务的部分原因是大多数西方银行已经停止为美元兑卢布定价。
据知情人士透露，包括美国银行(Bank of America)和花旗集团(Citigroup)在内的其他银行则没有改变同俄罗斯或以卢布计价的交易。
卢布汇率的波动已经开始给外汇市场的基础造成影响。交易员们周二表示，市场流动性基本上消失殆尽，因投机者纷纷退出交易。
驻伦敦的一位新兴市场对冲基金经理周二表示，他找不到愿意与他交易俄罗斯国债的银行。这是银行业匆忙收缩阵线的一个迹象。
这次动荡也使对俄罗斯有较大敞口的银行的投资者感不安。
花旗集团的分析师指出，法国兴业银行(Societe Generale)约有250亿欧元的俄罗斯风险敞口，裕信(UniCredit)则有约180亿欧元敞口。裕信首席执行管Federico Ghizzoni周二表示，该行已为其外汇敞口进行风险对冲，之前也已减少在俄罗斯的放贷活动。
国际清算银行(Bank for International Settlements)根据2013年4月收集的数据公布的最新外汇市场报告指出，卢布日均交易额为850亿美元，交易活跃度在全球排名第十二。
