俄央行料亲自收购“非官方”黄金

俄罗斯在9月份创出了黄金持有量至少二十年以来的最高点，因欧美制裁俄罗斯经济导致外国银行不买俄罗斯生产的黄金，俄罗斯央行可能亲自收购民间滞销的黄金，黄金持有量或继续增加。消息人士表示，今年外资银行在西方国家因乌克兰危机对俄罗斯实施制裁后，推迟购买俄罗斯黄金。
俄罗斯央行没有选择，只有买入不能出售给外资银行的国内矿产量。两位消息人士表示，其央行买入了商业所有的大部分金属。不过也有分析人士认为，俄罗斯央行可能会在未来放缓购买黄金的节奏，但并不会在欧美阵营结束对俄制裁之后停滞扩大黄金储备的步伐
此前，俄罗斯央行在10月31日将基准利率从8%大幅上调至9.5%，150基点的加息幅度远超市场预期，大部分经济学家此前预计俄央行会将基准利率提高至8.5%左右。这已经是俄央行今年第四次上调利率。自今年3月地缘紧张局势不断升温以来，俄罗斯出现资本外逃、货币持续贬值、通胀上升等问题。俄罗斯央行分别于3月、4月和7月加息以缓解经济运行风险。
另外一名欧盟高级官员表示，乌克兰正在利用欧盟援助优惠。尽管近来乌克兰东部战火重燃，但一些乌克兰政府精英人士与俄罗斯勾结。欧盟意识到需要更好地捍卫自己的利益。这可能使东欧局势进一步变化。看来在普京结束北京APEC会议的行程之后，回去还有很大一烂摊子等着他收拾。
