希腊总理齐普拉斯(Alexis Tsipras)周一呼吁希腊民众在即将举行的7月5日公投中否决债权人的提议，称这并不意味着希腊将退出欧元区，而是会让希腊在接下来的谈判中占据更有利的位置。
齐普拉斯表示，投票率越高且投反对票的人越多，希腊就越能占据有利地位。
齐普拉斯在宣布公投后首次接受希腊国家电视台采访时说，债权人不希望也不会让希腊退出欧元区，因为对欧洲来说，“希腊退欧”代价太大。
齐普拉斯称，公投是另一种谈判工具。
他说，即便在周二现有救助协议到期后没有新的协议，希腊也能生存。
齐普拉斯披露，该国的国际债权人之前给他48个小时来接受或否决草案。他说，这让他意识到债权人并不愿意做出妥协。
他并说，在周六凌晨告诉希腊人民将举行公投之前，他已先告知德国总理默克尔(Angela Merkel)和法国总统奥朗德(Francois Hollande)这项决定。
齐普拉斯说，令人意外的不应该是公投决定，而是欧元集团翌日否决了希腊延长救助计划的请求。
齐普拉斯表示，他将接受公投结果，即使希腊人民投下赞成票。
他说，希腊银行将在公投结束后的几个小时内再次开张，并称除非周一晚间能达成新的协议，希腊不会在周二截止日向国际货币基金组织（简称IMF）还款。
