美国明尼阿波利斯联储主席柯薛拉柯塔(Narayana Kocherlakota)周二(4月7日)在Bismarck-Mandan商会的演讲中表示，美联储必须要对加息极有耐心，今年加息是个错误，我认为2016年下半年开始加息是适合的。
柯薛拉柯塔的观点显然和联储内部的一些官员观点相悖。部分立场较为强硬的美联储决策者认为最早应于6月升息，他们警告称如果等待过久，可能迫使美联储大幅升息，以抑制通胀可能出现的急升。
但柯薛拉柯塔同时指出，有鉴于就业率与通胀过低的前景，美联储在降低货币宽松水平上，可较晚及缓慢实施。预计美国经济将至少需要劳动市场像去年一样再三年的改善，才能达到金融危机前的正常水平。
柯薛拉柯塔认为，美联储将花费数年时间来实现其物价和失业率的目标，对于美国经济的预期也并没有大部分人那么乐观，在2017年末联邦基金利率升值约2%的水平才是合理的。
