欧洲央行周三(4月8日)表示，该行已经完成了实行量化宽松首月600亿欧元的资产购买目标。欧洲央行3月份购买了474亿欧元的公共债务，剩余的资金购买了担保债券和资产抵押债券。政府债券和超国家债券的平均到期时间为8.56年。
面对欧元区的通缩风险，欧洲央行主席德拉基推出的量化宽松计划是该行到2016年9月有1.1万亿欧元的资产购买额度。包括德国央行行长魏德曼在内的一些政策制定者批评了量化宽松措施，称其毫无实行的必要，而斯洛伐克央行行长马库赫却积极评价了量化宽松的早期正面效果。
德拉基3月26日在罗马告诉意大利立法者表示，所有从市场的反馈显示实施量化宽松毫无难度。虽然主权债务购买始于3月9日，但德拉基仍有信心欧洲央行能在第一个月完成足额的购债目标。
欧洲央行表示，3月份购买了111亿欧元的德国债券，占到了欧元区公共债券购买的最大份额，同时购买了500万欧元债券的马耳他成为份额占比最小的国家。债券到期时间从斯洛文尼亚债券的6.33年到西班牙债券的11.7年之间不等。
根据欧洲央行网站的数据显示，截止4月3日，欧洲央行购买了525亿欧元的公共债券， 89亿欧元的资产抵押债券， 647亿欧元的担保债券。
自从1月份宣布将实行量化宽松以来，即使希腊与债权国之间的紧张谈判威胁到了欧元单一货币的稳定性，宽松措施还是拉低了政府债券的收益率。虽然向公司和家庭借款已经意味着货币刺激开始触及实体经济，德拉基还是警告称经济复苏仍具有周期性且需要进行结构性改革以巩固经济复苏的基础。
