奥地利也想带黄金储备回家

据奥地利报道，奥地利央行和审计机构上周对本国的黄金储备进行了全面核查，核查包括奥地利存放于英国央行的黄金储备。奥地利经济杂志《趋势》称，这是奥地利专家首次到英国去核查本国的黄金储备。
当地媒体认为，这是继德国去年宣布将存于法国和美国央行的674吨黄金运回国后，又一个AAA信用评级的欧洲国家要求核查其存放于海外的黄金储备，显示出当前货币金融体系存在的信任危机。
据估计，奥地利总计拥有280吨黄金储备，其中17%存储于奥地利国内，80%保存在英国银行，另有部分存放在瑞士。奥央行行长诺沃特尼在核查后说，代表团专家对储备黄金进行了全面清点，并对黄金的纯度进行了验证，审计机构得出的结论是“一切正常”。
奥地利国内不断增加的舆论压力是奥地利央行和审计机构进行核查的主要原因。作为最可靠的硬通货，黄金储备的最大功能是在危机爆发时可以立刻兑换为其他货币。由于存放在海外的黄金储备不透明，物理上储备黄金存在被出售、外借的可能，甚至可以直接被欧盟用于救助深陷债务危机的国家，从而无法实现储备黄金的功能，这让奥地利民众感到担忧。
在去年德国联邦银行决定将其在海外的黄金储备运回国之后，奥地利的政治力量也要求奥地利央行提高黄金储备的透明度，拿出证据证明这些储备在国外的黄金确实存在，并把黄金运回国内。奥地利自由党是这一要求的重要支持者。该党议员格哈德·戴梅克发起的民众倡议“拯救我们的黄金”引起广泛反响。
“只有当黄金存放在奥地利国内，危机来临时，我们才能使用这些黄金储备。”戴梅克在请愿书中写道，一直以来，民众只知道奥地利有280吨黄金储备，至于这些黄金储备在哪里以及是否真实存在，央行一直拒绝回答。请愿书要求奥地利政府做到：黄金储备只允许存放在奥地利；不允许欧盟动用奥地利储备黄金；增加央行透明度，立即停止出售黄金。
据了解，储备黄金的运输过程有很高的安全要求，运输成本不菲。例如，德国今年运回的31吨储备黄金，其运送费用就高达60万欧元。
