印度政府或将放宽黄金进口限制

印度政府终于要对进口黄金“网开一面”了。在上月印度执政党领袖发出放宽黄金进口禁令呼声后，印度政府已经开始考虑采取放开限制的行动。印度财长P. Chidambaram本周一透露，印度将研究放宽黄金进口限制，但不会让经常项目逆差明显扩大。
Chidambaram指出，放宽限制有利有弊，我们会小心权衡，目标是控制经常项目逆差，让它处于充分得到融资的安全水平。
上月路透曾报道，印度执政党国大党在考虑废除要求进口商留出20%的黄金用于珠宝再出口的规定以及10%的进口关税。
上月下旬，国大党主席Sonia Gandhi致信商工部，表示希望降低进口黄金的关税。今年4月，黄金创下30年来最大跌幅，掀起了印度国民抢购金币和金饰的狂潮，仅5月一个月就购买黄金约162公吨。为遏制印度卢比贬值趋势，缩减国内创纪录的经常账户赤字，印度政府6月扩大了黄金进口禁令。9月，印度又将黄金珠宝进口关税从10%大幅上调至15%，超过了原料金的税率。而原料金的进口关税也达到了史上最高的10%。受政府打压进口措施影响，印度黄金进口量剧减。
今年1月，印度黄金与白银进口量合计减少77%，当月贸易逆差99.2亿美元，去年12月贸易逆差为101.4亿美元。
本月公布1月外贸数据时，印度商工部表示，已经建议放宽对黄金进口的限制。
