美聯儲決議：鮑威爾可能不會鴿派

自9月上次會議以來，美聯儲內部分歧不斷擴大，可能加劇對政策失誤的擔憂。在消費放緩的跡象出現之際，美聯儲主席鮑威爾可能會推動進一步啟動降息週期。
美聯儲不但面臨來自總統特朗普要求降息的壓力，而且也目睹了美國投資與製造業數據每況愈下。全球增長疲軟和貿易政策不確定性給經濟帶來了壓力，並帶來了持續的風險，因此美聯儲別無選擇。
此前美國副總統彭斯發表的鷹派言論，以及疲軟的美國數據，市場越來越相信，鮑威爾將在本周會議上再次放鴿。但是這可能有點為時過早，我們對鮑威爾是否這樣做保持懷疑態度。美聯儲可能暫停降息，至少近期暫停，以評估今年潛在第三次降息的衝擊。
一方面，無論是絕對利率還是通脹調整後的利率，目前的聯邦基金利率已經低於歷史標準。這與其說是因為美聯儲最近的降息，不如說是因為美聯儲在金融危機期間大幅降息後，在加息方面相對謹慎。
美國總統特朗普週二(10月29日)對美聯儲發起新一輪攻擊，稱美聯儲需要效仿其他央行實施負利率的做法。他在推特上表示：“美聯儲一點頭緒都沒有！我們有無限的潛力，只是被美聯儲抑制了。”
與前任美國總統不願評論美聯儲政策的作法不同，特朗普有批評美聯儲政策決定的習慣，他認為美聯儲維持利率過高過久。
9月，特朗普開始提出，美聯儲需要將借貸成本下調至負值區域，這是其他一些央行在應對疲弱經濟增長時不得已採取的措施。
雖然美國總統特朗普推遲了原本10月生效的額外關稅，但經濟分析師指出，如不撤回所有加征的關稅，經濟增長依然堪憂。
