美联储票委：支持加息
10月10日，美国达拉斯联储主席卡普兰(Robert Kaplan)表示，将评估美国经济在实现充分就业方面取得的进展，并寻找更多通胀上升的迹象。由此卡普兰衡量美联储是否加息。他认为，等待加息过久将使得美联储落后于形式，从而提升出现经济衰退的几率，因此会对此保持警觉。
他表示，他担心全球化和技术正在抑制通货膨胀，尽管美国的失业率在9月下降到4.2%。他在10月11日表示，尽管接近充分就业正给通胀带来一些上行压力，但这些世俗力量起到逆风作用。美国经济最大的风险就是疲软的经济增长率，这从低迷的10年期国债收益率就能反映出来。他表示，自己对10年期国债收益非常担忧，因为随着美联储加息，该国债的收益率却在下降。他认为，10年期国债收益率处于低位是一个不利的方面，这限制了美联储加息的能力。
他指出：“在接下来的一段时间,我将评估经济在消除劳动力缺口方面取得的进展。此外，我还将继续寻找证据，表明形成的周期性力量存在抵消结构性阻力的前景。这样，我们可能取得进展，从而使中期通胀率达到2%的目标水平。”
卡普兰还表示，美联储需要逐步减轻货币刺激政策，好让通胀在上涨过程中不至于需要“刹车”。他还提出，国债对GDP的占比过大，不利于美国的经济，这也是他在设定利率时会考虑的因素之一。
卡普兰还警告称，限制美国民众在联邦税单中扣减州和地方税费的能力，这对美国一些已经面临人口外流的州来说“可能比较痛苦”。他认为美国民众面临未正式宣布的战争，而劳动力增长是经济增长的关键。他指出，德克萨斯州等低收税州已吸引来自高收税州的人口，而税改将加剧这种人口流动趋势，因为税改将使高税收州的生活成本更加高昂。
卡普兰最后表示，美联储内部对相关政策存在争论和不和意见是正常、健康的表现。他对美联储主席候选人沃什的评价很高，但是在部分事件上和他持有不同的观点。他对美联储主席候选人问题不予置评，但相信这个问题能取得好的结果。
