特朗普确定税改在年底前通过
据白宫国家经济顾问科恩接受外媒采访时表示，特朗普将于当地时间下周三在密苏里州发表演讲，将大力推动税收改革，特朗普要将重点转向财政政策，以确保今年年底前推动税改通过。
科恩在接受采访时表示，从下周开始，特朗普的议程和日程将围绕税制改革展开。他将开始发表重要的演讲，为税收改革的理由辩护。密苏里州的演讲将在国会夏季休会结束前发表。
科恩透露，共和党在国会山的关键人物已经就税改框架达成了一致意见，法案将在未来几周内敲定。这一雄心勃勃的计划可能会让国会感到惊讶，因为税收改革的细节仍存在争议。今年早些时候，美国财政部长努钦表示，白宫曾希望在8月前出台一项计划，届时将与国会议员讨论。
科恩表示，他希望众议院小组委员会(House panel)在未来三到四周内起草一项法案，并相信国会将在今年通过立法。
科恩否认时间表过于雄心勃勃，称该委员会多年来一直在制定税收政策。但持怀疑态度的人士表示，税收改革将比医疗改革更为复杂，而医改至今仍旧未能通过。
科恩还反驳了“美国政府债务上限不确定性可能导致税改立法复杂化”的观点。特朗普曾表示，可能需要政府关门以确保为美墨边境墙筹集资金。但科恩强调，说到底国会必须提高债务上限，这就是现实。美国政府不能被置于违约境地，9月份必须提高债务上限，因此浙江在税改方案前完成。
科恩表示，白宫没有固定或详细的税改计划，相反，它要求委员会就细节进行谈判。该计划将保留个人最大的三项减免：慈善捐赠、抵押贷款利息支付和退休储蓄。
科恩补充，政府希望对海外利润征收一次性税收，以鼓励企业将资金带回美国，但他拒绝证实，这将是特朗普提出的10%的浮动利率。
