欧盟和希腊政府消息人士周一(6月29日)表示，欧盟执委会主席容克当天向希腊开出最后的提议，以期能在周二(6月30日)截止日期前达成纾困协议。
根据该提议，希腊总理齐普拉斯必须在周二(6月30日)前送交书面接受承诺书，好让欧元区财长们及时召开紧急会议，并同意争取在预定于本周日(7月5日)举行的希腊公投中支持纾困案。
然而，齐普拉斯几无准备放弃一再拒绝纾困提议的迹象。他认为纾困提议是在羞辱希腊人而予以回绝。
希腊政府官员表示，希腊全神贯注地倾听提议内容，但表示齐普拉斯在周日将会投下反对票。
齐普拉斯需对债权人周日公布的提案版本发出一份书面承诺，保证在7月5日公投前推销这个版本的提案，让选民接受。
上周日(6月28日)公布的提案纳入了希腊的一项提议，希望将饭店加值税设为13%，而非债权人原先提出的23%。目前还无法立即得知是否还有任何其他变动。
如果希腊接受此提议，欧元区财长可望通过一项声明，称将于10月执行一项2012年时的承诺，考虑延长贷款期限，降低利率，并延长欧元区对希腊贷款的利息止付期。
这项提议的条件是，需向容克、欧元集团主席戴塞尔布卢姆、德国总理默克尔和法国总统奥朗德出及时发出信函，赶得上在周二安排欧元集团召开紧急会议。
