希腊的债权人周六(6月27日)拒绝把希腊的现有救助计划延长到本周二(6月30日)晚间截止期限以后。希腊国会周日(6月28日)批准了齐普拉斯提出的7月5日公投提案。欧洲央行周日未提高希腊银行业者紧急融资上限，尽管有报导称周末储户提款金额进一步增加。
与此同时，希腊将实施资本管制，并且国内银行周一将关闭，储户排起长队提现。此前国际债权人拒绝延长救助计划，将希腊问题僵局推上危险的新高度。
希腊银行业过去依靠欧洲央行的紧急融资维持运行，这次也首当其冲。该国政府距离对周二到期的16亿欧元国际货币基金组织(IMF)款项违约又近了一步。
希腊将局面恶化归咎于欧洲央行。该央行冻结了对希腊银行业的资金支持额度，没有调升融资上限以应对储户提款额的激增，这令银行难以继续开门营业。
希腊总理齐普拉斯称，拒绝希腊短期延展救援计划的请求是“史无前例的行动”，此举导致一个国家对其主权事务影响力受到质疑。
虽然多数希腊人希望留在欧元区，未来几日将对成立16年的欧元区构成严峻挑战。
希腊左翼激进联盟党(Syriza)政府几个月来一直在寻求达成改革换援助协议，以按时偿还IMF的贷款。然而周六稍早，齐普拉斯突然要求获得更多时间以对协议条款进行公投。债权人拒绝了这一要求，导致希腊只能选择违约，从而使该国银行业面临进一步的压力。
齐普拉斯长期以来一直坚称，债权人要求希腊削减养老金和上调税率会加深该国的经济危机。希腊已经有大约四分之一劳动力失业，此次经济危机是该国当代以来最严重的一次。
