欧盟计划2019年前落实资本市场联盟–文件

伦敦1月27日 – 路透看到的一份欧盟文件显示，欧盟计划在2019年前落实“资本市场联盟”，从鼓励企业直接投资这一能快速取得成效的政策开始。
由欧盟金融服务执委希尔共同撰写的这份文件，首次为欧盟执委会的核心政策设立时间表。
协调资本市场规则，以增加股票、债券和其他证券交易是欧盟的一项重要目标。很多欧洲国家以往都更加依赖银行贷款，而不是可交易证券来融资，这令它们容易受到银行业冲击的影响。欧盟执委会定于2月18日公布三份文件，启动该计划。
持怀疑态度的人称，欧盟不可能实现完全顺畅的资本市场联盟。在政治层面上不可能说服欧盟28个成员国采取一致的税收和破产法。英国已经明确表示，不会将金融业的监管权力完全转移给欧盟。英国的资本市场是欧盟范围内最大的。
但欧盟相信，可以采取很多重要措施，以提振投资并让欧洲不再那么容易受到银行业问题的冲击。
第一份“绿皮书”将设定未来数月的几个短期目标，例如让投资者能够更容易地获得小企业的信用信息。
文件中称，另一份报告将提出多项建议，鼓励进行高质量的债务证券化，令银行能够更轻松地在资产负债表中挪出空间用于放贷。
第三份报告将讨论欧盟如何检视有关企业发布融资说明书的规范，从而降低小企业在市场筹资的难度。
**“行动计划”**
今年第二季或第三季将发布“行动计划”。
多达80%的欧洲企业融资来自银行，其余部分从市场筹得，与美国的情形恰好相反。来自市场的融资已帮助美国从金融危机中更快地恢复元气。
TheCityUK执行长Chris Cummings表示，希尔正在考虑建立资本市场联盟(CMU)的“合理起点”，但要取得重大进展还需数年时间。
“我们到2019年可以取得一定进展，但想要具备美国那样成熟的资本市场，则是更为长远的事，”Cummings表示。
文件称，欧盟执委会将与“行业合作，制定出一套适用于全欧洲的民间配售制度，以鼓励对企业直接投资”。欧盟执委会副主席卡泰宁也参与了这份文件的起草。
文件还表示，长期举措将包括修订资产管理及退休基金的相关规定，并采取措施促进家庭对资本市场的投资。
欧盟文件指出，有必要确认中到长期任务的优先顺序，“牢记在追求目标的同时也要兼顾政治现实。”
文件并未提及改变欧盟市场的监管方式，因为英国反对设立任何对其有支配权力的新监督机构。
