俄罗斯提出乌克兰联邦化 金价涨

英国卫报报导，俄罗斯外交部长Sergei Lavrov 30日在俄国大使位于巴黎的住处告诉美国国务卿凯瑞(John Kerry)，乌克兰危机的外交解决方案就是美国、欧盟必须同意居住在乌克兰东部、南部的俄罗斯裔人民可以享有广泛的自主权。根据俄国所提的联邦计划(普丁、欧巴马据悉已于28日透过电话讨论)，乌克兰各地区可自行掌控经济、税、文化、语言、教育以及与邻近国家的经济/文化关系。俄国总统普丁(Vladimir Putin)据悉告诉美国总统欧巴马(Barack Obama)，独立地区应该是透过「5+2(摩尔多瓦、聂斯特河沿岸共和国、欧洲安全暨合作组织(OSCE)、俄罗斯、乌克兰以及欧盟、美国(观察者))」的对话形式(而非武力)来解决。Lavrov在与凯瑞会谈前告诉俄国国营电视台，莫斯科化解危机的条件还包括乌克兰当局必须保证绝不加入北大西洋公约组织(NATO)。他暗示，若俄国上述提议未获接受、该国将保留采取适当动作的权利。报导指出，俄国这项提议势必会被视为另类分裂乌克兰的方式。根据美国的卫星数据，目前预估有4万名俄国军队集结在乌克兰东部边界，NATO、美国都认为俄国军事活动相当不寻常、可能是入侵的前兆。美联社30日报导，凯瑞表示，俄国军队在乌克兰边界集结是在制造威胁气氛。他告诉Lavrov，乌克兰的未来必须由他们的合法政府自行决定。乌克兰总理Arseniy Yatsenyuk 29日在接受Fox News专访时表示，俄国仍很有可能会入侵乌克兰并强占领土。
CNN报导，凯瑞在与Lavrov会谈4小时后对媒体表示，俄国重申透过外交方式来解决乌克兰危机、但并未承诺将军队撤离乌国边界。纽约时报报导，欧巴马25日表示，美国将会动用武力来捍卫任何遭到威胁的北大西洋公约组织(NATO)会员国。不过，他同时也表示不会透过武力来促使克里米亚回到乌克兰(非NATO会员国)的怀抱。
