美对俄制裁架构已备 黄金市场将受震荡

12日,乌克兰看守总理亚采纽克在白宫与美国总统奥巴马会晤。据报道,奥巴马明确表态:若俄罗斯一意孤行,美国以至整个国际社会将让它“付出代 价”,并警告普京——“要解决问题,就别拿枪指着乌克兰”。
奥巴马强调,美对俄发动金融和经济制裁的架构已经就位。据报道,俄罗斯政府已经作好被西方制裁 的“最坏准备”,即俄可能受到西方“对伊朗式的”制裁。包括冻结俄罗斯的外汇储备、银行资产,停止对俄投资。
如果俄罗斯央行在西方制裁之前出售黄金以筹集现金,那么这对整个黄金市场都将带来震动。
法兴银行(Societe Generale)分析师Michael Haigh认为尽管有风险,但俄罗斯央行不太可能出售黄金以弥补原油利润的下降。在去年9月俄罗斯出售了一小部分的黄金储备,这曾让很多黄金投资者们感到吃惊。
央行出售黄金储备并不是没有先例,塞浦路斯在去年4月的危机中曾一度考虑出售其价值5亿5470万美元的黄金,这也是当时金价忽然大跌的一大原因。
随着乌克兰局势的紧张,美国开始释放战略石油储备,打压油价,以此进一步限制俄罗斯。 “我们不认为俄罗斯真的会出售黄金,他们也不需要那么做,”Haigh说,“但我们的客户确实有担忧。”然而Haigh也警告说:“俄罗斯完全可以出售黄金来支持自己的需求,一旦如此,正如当时的塞浦路斯效应,将为整个黄金市场带来震动。”
据世界黄金协会(WGC)最新数据显示,俄罗斯仍然位列全球黄金储备第八大所有国,拥有1034吨,占其外汇储备的8.3%。俄罗斯在2013年净买入黄金77吨。今年2月至3月间,俄罗斯的储备减少了0.5吨,但这样的数量并不会引起太大关注。
