受印度政府黄金限制 黄金进口4倍增长

路透社2月5日报导，受到印度政府的黄金进口限制措施导致国内黄金供应短缺的影响，印度珠宝商转为进口金饰。根据印度珠宝首饰贸易联盟的数据，今年一月印度金饰进口量约达4-5公吨，与去年11月的1.0-1.5公吨相比有四倍增长。印度最大黄金贸易商Riddi Siddhi Bullions Ltd （RSBL）总裁柯塔瑞（Prithviraj Kothari）表示，由于黄金供给不足，该公司上月自杜拜进口约700-800公斤的金饰，这样的做法能有效控制成本。
印度政府为抑制黄金消费避免经常帐赤字持续飙升，接连制出了多项措施，其中黄金进口关税已经较2012年初的1%提高十倍至10%，消费税提高至9%，推出80/20黄金进口限制措施（进口黄金需有20%用于再出口），祭出交易税，并且禁止银行对黄金ETF（交易所交易基金）进行融资等。这些措施也造成了印度国内的黄金供应短缺，伤害全球最大金饰出口国的印度金饰出口产业，并使得印度国内金价较国际金价有高达每盎司160美元的溢价。
印度媒体此前报导，受到政府限制黄金进口导致原料供应大减的影响，至三月止的本财政年度，印度的金饰出口或将较上年度减半。印度是全球最大的金饰市场，也是最大的金饰出口国，世界黄金协会（WGC）数据显示，2012年该国的金饰需求量为552公吨。根据印度珠宝首饰出口促进委员会（GJEPC）的数据，2012/13财年，印度金饰出口额为129.3亿美元。
汤森路透黄金矿业公司（Thomson Reuters GFMS）报告称，中国大陆作为全球最大的黄金首饰加工国，2013年该国金饰需求达724公吨，占据全球的33%。而印度方面需求却因为政府加强对黄金进口的管控而下滑1%，2013年印度金饰需求为613公吨。中国与印度合计占据了全球金饰需求的51%。数据显示，2013年全球金饰加工需求年增13%至2,198公吨，创下五年新高，占总黄金需求的46%比重。
市场研究资源网站Research and Markets在其「2012-2016印度珠宝首饰市场」报告中预估，印度珠宝首饰市场的年复合增长率将达到14.93%，并预计在2014年将重新成为全球首饰市场的驱动力量，主要是受到印度金饰需求的带动。
