印度未有计划下调黄金进口关税

印度国大党主席索尼娅甘地周四(1月23日)提出降低黄金进口关税。甘地要求废除进口商留出20%的黄金用于珠宝再出口规定。受其言论影响，印度国内黄金溢价自110美元/盎司回落至75-85美元/盎司，黄金价格大涨。
不过印度国内对此提议也存在反对的声音，印度财长Chidambaram在2014冬季达沃斯全球经济论坛接受采访时称，目前印度并没有计划下调黄金进口关税或是放宽其他的限制措施，这需要等到印度经常帐赤字能够确切得到控制之后。
2013年印度由于黄金进口规模激增，导致经常帐赤字大幅走宽，印度政府随后将黄金进口关税上调至10%的历史记录，并强制进口商将20%的黄金用作出口用途，这才令印度国内实物金买盘大幅降温。
Chidambaram表示，“除非我们能够控制经常帐赤字并使之不再继续走宽，不然不会放松黄金进口管制。”
瑞银集团(UBS)周五(1月24日)也在报告中指出，即便印度开始逐步放宽黄金进口管制，其步伐也会是十分缓慢的。
瑞银表示，“近期印度政府可能放宽黄金进口管制的猜测正不断升温，不少人预计时间可能会在2014年大选之前。不过，我们认为在当前印度的监管环境下，做出任何放宽黄金进口动作的可能性极小，而且也不会是在3月大选之前。”Chidambaram对媒体表示，在预算案未提交前，当局对该国经常帐赤字的控制程度并无完整看法。
因此在印度大选后印度黄金管制政策有可能会出现变化。
