印度第三季黄金供应短缺 走私猖獗

路透社12月4日报导，由于印度政府将黄金进口关税提高至10%，以及推出80/20黄金进口限制措施（进口黄金需有20%用于再出口）的影响，几乎所有的黄金都优先供应给出口商，导致印度国内珠宝商必须支付创新高的黄金溢价才能够取得黄金，而印度国内的黄金供应短缺也令黄金的走私更为猖獗。印度珠宝商JJ Gold House业主Harshad Ajmera表示，目前印度国内的黄金溢价仍维持在每盎司130美元的历史高位。
孟买黄金协会发言人Harmesh Arora上月表示，印度政府限制黄金进口的措施导致国内的黄金供应短缺，并使得印度国内金价较国际黄金市场价格有高出约每盎司100-130美元的溢价，相比去年此时的溢价不过只有2-3美元，这自然也会使得民众购买黄金的意愿大减。印度政府将经常帐赤字飙涨归咎于黄金进口大增，上个财年，黄金是仅次于石油的第二大进口商品，因此印度政府今年来积极推出各项措施希望抑制黄金的消费。
不过，印度国内的黄金市场供应短缺并不代表民众的消费减少，显而易见的就是黄金的走私大幅增加。在线黄金交易网站《BullionVault》12月4日报导，印度海关官员透露，今年以来的黄金走私大增七倍，已经将毒品走私远抛在后，而尽管今年以来抓获的黄金走私增加，官员认为这可能只占全部黄金走私数量的1%-2%而已。
世界黄金协会（World Gold Council）第三季黄金需求趋势报告则指出，印度第三季黄金需求年减32%至148.2公吨，但今年1-9月，印度黄金需求仍年增19%达到715.7公吨。报告并表示，印度限制黄金进口导致供给短缺并加剧走私，市场估计每季走私的黄金数量约达50公吨；如果加上这些数据，印度全年的黄金需求仍可达1,000公吨之谱。
