美监听梅克尔 德国或要求提早还黄金

法新社27日报导，《周日画报(Bild am Sonntag)》引述美国情报来源指出，国家安全局(NSA)局长Keith Alexander曾在2010年向美国总统奥巴马(Barack Obama)报告关于监听德国总理梅克尔(Angela Merkel)的秘密行动。周日画报引述一名NSA高阶主管指出，奥巴马并未阻止NSA、默许监听行动继续进行下去。《明镜周刊(Der Spiegel)》报导，NSA监听梅克尔电话已超过10年时间，即使在奥巴马今年6月访问柏林前数周仍在进行中。NSA发言人Vanee Vines则是全盘否认上述媒体报导属实。
明镜周刊民调显示，60%的受访德国人相信监听丑闻已伤害两国关系。德国内政部长Hans-Peter Friedrich对周日画报表示，监控是一种犯罪行为、触法者应受到制裁。周日画报指出，梅克尔今年夏季才取得的官方加密装置也遭NSA锁定监控，只有她办公室内的加密室内有线电话才免于NSA的监视。
德国社民党党鞭Thomas Oppermann对周日画报表示，德国国会议员认为史诺登(Edward Snowden)的说词较具可信度，而美国政府显然是在对德国说谎。他说，有意展开调查的德国国会打算亲自质问史诺登。euractiv.com 25日报导，博德曼基金会(Bertelsmann Foundation)创办人Annette Heuser指出，NSA监听丑闻以及白宫的处理失当已在欧洲引发政治海啸；今年7月8日正式启动的「跨大西洋贸易及投资伙伴协议(Transatlantic Trade and Investment Partnership；TTIP)」谈判可能会因为NSA监听事件而遭搁置。博德曼基金会日前的一项调查显示，TTIP若生效、将可为美国创造74万份新的就业机会。
德国央行今年1月16日宣布，2020年12月31日以前存放在纽约联邦储备银行的黄金储备比重将从2012年12月底的45%降至37%(注：相当于搬移300公吨)。NSA监听丑闻会不会引发德国要求美国提早归还黄金，值得投资人密切关注。
