美参议院协商搁置 美股走高 债务上限将至

美国参议院两党日前原已针对举债上限和应急预算案达成初步共识，但美东时间15日稍早却因为众议院共和党员不认同、意欲推动新版法案而使得参议院协商暂遭搁置。不过，共和党稍晚意外宣布，众议院将不会依照原订计划在15日晚间对共和党版方案进行投票。这显然是因为共和党无法为己方的版本取得足够票数，而众议院并未实时推出新案也让参议院重新拿回发球权。
拜参议院重新取得发球权之赐，美国股市期货也跟着小幅走高。彭博社报价显示，标准普尔500指数近(12)月期货在台北时间16日上午8时31分上涨11.40点或0.67%、报1,703.40点。
彭博社与Thomson Reuters报导，众议院程序委员会主席Pete Sessions宣布，众议院15日晚间将不会投票表决共和党提出的新版债限和预算法案，预计明(16)日才会做出一些重大决定。在众议院取消投票后，参议院多数党领袖Harry Reid(民主党籍)发言人Adam Jentleson随即宣布，Reid和参院少数党领袖Mitch McConnell(共和党籍)已再度展开协商，且乐观认为两党共识已近在咫尺。
众议院共和党提出的版本可让政府继续运作至12月15日、暂除举债上限至明(2014)年2月7日，但政府将不会给付国会议员、总统、副总董以及高阶行政官员的健保费用。不过，众议院提出的应急预算新法案已不再坚持大改欧巴马力推的健保法案，也未强加社会福利金的删减条款。
相较之下，参议院两党初步同意的议案版本则会让政府运作至明年1月15日、暂除举债上限至明年2月7日，而总统欧巴马(Barack Obama)力推的健保法案也不会有任何更动。不过，参议员仍有部份议题尚未达成共识，当中包括财政部在2月7日过后还能否弹性支付账单等等。
美国倒债核弹即将在17日引爆，财政部15日拍卖的350亿美元3个月期国库券、300亿美元6个月期国库券买气也皆萎靡不振，象征买气的认购比率(bid-to-cover ratio)分别创下2009年7月、2009年10月以来新低。其中，3个月期国库券的认购比率为3.13倍、低于过去10次拍卖的4.52倍平均值；得标利率则多达0.13%，创2011年2月以来新高。此外，6个月期国库券的认购比率为3.52倍、低于过去10次拍卖的5.07倍平均值；得标利率则多达0.15%，创2012年11月以来新高。
