美国两党协商未成 AAA评级被列负面

受美国参议院试图终结财政僵局的努力遭挫、惠誉(Fitch Ratings)将美国「AAA」主权债信评等列入「负面观察(negative watch)」名单的影响，美国短天期国库券殖利率10月15日大幅跳升。
根据Bloomberg Bond Trader报价，纽约债市15日尾盘时，10年期公债殖利率上涨4个基点至2.73%；盘中最高一度上涨至2.74%、创9月23日以来新高。此外，10月24日到期的国库券殖利率15日更飙涨20个基点至0.46%；盘中最高一度上涨至0.51%、创这款国库券在4月开卖以来的新高纪录。债券价格与殖利率呈现反向走势。
美国举债上限17日即将触顶，但朝野协商却又再度触礁。据美联社报导，由于众议院共和党议员内部还在研拟替代方案，参议院两党议员已经终止对话。彭博社报导，美国参议院领袖表示，有关重启政府运作、预防国家债务违约的协商只是暂时搁置、并未破裂，而众议院则正在研拟已方的预算版本。
美国倒债核弹展开倒数，财政部15日拍卖的350亿美元3个月期国库券、300亿美元6个月期国库券买气也皆萎靡不振，象征买气的认购比率(bid-to-cover ratio)分别创下2009年7月、2009年10月以来新低。其中，3个月期国库券的认购比率为3.13倍、低于过去10次拍卖的4.52倍平均值；得标利率则多达0.13%，创2011年2月以来新高。此外，6个月期国库券的认购比率为3.52倍、低于过去10次拍卖的5.07倍平均值；得标利率则多达0.15%，创2012年11月以来新高。
美国债务协商谈不拢，也让信评机构提出警告。Thomson Reuters、道琼社报导，信评机构惠誉(Fitch Ratings)于台北时间16日上午4时50分左右宣布将美国「AAA」主权债信评等纳入负面观察名单，主因为美国并未适时地调高联邦举债上限。惠誉指出，美国是债务水平最高的AAA评等国家。惠誉表示虽仍预期美国举债上限将在不久后调高，但政治僵局以及财务弹性降低恐将提高美国债务违约的风险。
