美国国债违约问题迫在眉睫 殖利率续挫

受美国国会对预算问题争论不休、可能导致政府运作停摆的影响,美国10年公债殖利率25日续创6周新低。
彭博社报导,根据Bloomberg Bond Trader报价,纽约债市9月25日尾盘时,10年期公债殖利率下跌3个基点至2.63%;盘中最低一度跌至2.61%,创8月12日以来新低。债券价格与殖利率呈现反向走势。
美国财政部长Jacob J. Lew 25日表示,投资人似乎认为国会肯定能敲定协议、调高举债上限,但其实成功的机率并不是那么高。他并警告,到了10月中旬,美国政府手头上的现金恐怕仅剩不到500亿美元。
美国参议院25日以100票赞成票对0票反对票通过了一项能避免政府运作停摆的权宜性支出法案(stopgap spending measure),可暂时支持联邦政府支出到今(2013)年12月15日为止。众议院先前已在9月20日通过这项法案。
不过,参议院计划在这项法案送回众议院之前,剔除将2010年健保法预算予以撤销的相关内容。众议院共和党议员此前要求总统欧巴马(Barack Obama)必须放弃健保法的预算,来作为暂时维持政府运作的代价,但这个提议却遭欧巴马一口回绝。
除此之外,共和党也对调高美国16.7兆美元的举债上限默认了许多条件,当中包括政府对支出水位作出让步、重整税码等等。
倘若欧巴马政府与国会议员无法针对联邦预算案达成共识,那么美国政府多数部门都会在本会计年度结束时(9月30日)被迫停摆。此外,财政部也会在10月中旬触及16.7兆美元的举债上限,进而陷入债务违约的困境,除非国会议员能够立即调高这项限制。
美国财政部25日标售了350亿美元5年期公债,平均得标殖利率为1.436%(彭博社综合主要交易商的预期为1.422%),象征买气的认购比率(bid-to-cover ratio)为2.67倍、创5月以来新高。
美国本次拍卖5年期公债时,间接投标者(indirect bidder,包含外国央行在内)认购了44.9%,比例略高于过去10次的44%。此外,直接投标者(direct bidder,直接向财政部认购的非主要交易商)认购了11.8%,比例低于过去10次拍卖会的平均值15.6%。
