法國病例數迅速上升，總統馬克龍宣佈，自本週六(10月17日)起巴黎與其他主要城市實施四周宵禁，法國6700萬人口中，幾近三分之一的人將受到影響。
在三、四月間，歐盟採取了前所未有的措施來保證貸款，補貼工資和推遲償債，以幫助企業度過健康危機。同時，歐洲央行推出了自己的計畫，放寬了資本要求，以支撐銀行的資產負債表，並確保持續向更廣泛的經濟提供貸款。
美國財長努欽週三表示：“在大選前達成協議並付諸實施將很困難。”即使他呼籲立即提供“有針對性的”經濟援助。他並稱，他與美國眾議院議長佩洛希在支出優先順序方面仍然“分歧很大”。
美聯儲副主席克拉裏達週三表示，美國經濟仍深陷低谷，需要時間爬出來，就國內生產總值(GDP)而言可能還需要一年時間才能恢復到疫情前的峰值水準。
疫情重新抬頭，疫苗難以儘早問世引發擔憂，受益的似乎只有美元。分析師說：“又是投資者人氣低迷的一天……對美國新財政方案的悲觀評論，繼續打壓市場人氣。”
