黃金急速拉升，鮑威爾暗示經濟情況惡化

7月10日，美聯儲主席鮑威爾的國會證詞稿提前公佈，鮑威爾表示，不確定性持續打壓經濟前景，商業投資增長明顯放緩。美聯儲7月進行大幅度降息的概率重新出現，美元指數大幅跳水，現貨黃金則急速攀升。
鮑威爾強調，商業投資增長似乎明顯放緩，可能反映出對貿易緊張局勢和全球增長放緩的擔憂，似乎繼續拖累美國經濟前景，美聯儲將採取“適當”行動，以維持美國經濟增長。
鮑威爾指出，美國經濟面臨的長期挑戰包括聯邦債務居高不下和不斷上升，以及中低階層收入增長相對停滯。美國第一季度消費者支出增長疲軟，疲弱的通脹有可能比美聯儲目前預期的更加持久。
由於國際貿易的不確定性增加，並且美國通脹疲弱，加上去年大規模減稅和政府支出增加帶來的刺激效應減弱，美國經濟正在放緩。
但鮑威爾也表示，有數據顯示，消費者支出已經反彈，並且正在穩步增長。美聯儲基本預期是，美國經濟增長將保持穩定，勞動力市場將保持強勁，通貨膨脹率將回升至2%的目標。
鮑威爾補充道，注意到國會給予美聯儲的獨立性。白宮國家經濟委員會主任庫德洛昨日表示，他支持美聯儲的獨立性，但是總統和其他人也有權公開表達他們的觀點(要求美聯儲大幅快速降息)。
分析師稱：“鮑威爾說‘不確定性仍在繼續’，這導致市場認為，僅僅是這一點就足以促使美聯儲本月底降息25個基點，美聯儲或進行預防性降息。”
分析師稱：“7月末，美聯儲將100%降息。但未來12個月能否實現100個基點的降息仍有待觀察。我相信投資者仍有一些揮之不去的疑慮。過去十年，美聯儲想方設法刺激通脹，但收效甚微。”
