富滇银行资金“体外循环”
俗话说，内行看门道，外行看热闹，地处云南的富滇银行的个别人就将这句话俗语演绎了极致，他们监守自盗，创造了资金体外循环的生财之道。
要解释什么是体外循环我们还要从银行业债券市场的结算方式说起。银行间债券市场结算主要有3种方式，即款券兑付（DVP）、见券付款（PAD）和见款付券（DAP）。目前央行推广的款券对付已成为主流方式。即一手交钱，一手付券，交易双方都没有风险；但另两种方式都是对一方有利，对另一方存在风险。目前大多数银行机构成员和少数非银行金融机构采用DVP方式。富滇银行看出了其中的漏洞，于是见“洞”插足。据透露，按照银行内部的管理流程，银行和丙类客户做交易，都会采取有利于自己的结算方式，但后台人员如果违规操作，在并未见到前台付出着笔券的情况下，确认这比交易并付出去一笔资金，然后对手方用这比资金去买其他高收益的券，赚取差价，然后日终之前再买来一笔券还给银行，相当于倒空券，“T+0”就可实现。富滇银行的做法“精明”到了极点，简直是在空手套白狼！几年做下来，富滇银行真的富了。
世界上没有不透风的墙。审计署在内部举报的线索下，发现了富滇银行金融市场的债券结算代理业务中利益输送的案情。富滇银行金融市场部原经理、原副总经理等五六人，通过朋友的公司申请非金融机构法人的丙类户，由富滇银行为其代理债券结算业务，实施利益输送。由此，富滇银行金融市场部因监守自盗，涉案人员最终受到法律制裁。
