IRS：比特币非货币 将视为财产征税

比特币等虚拟货币未来也要课税了，美国国税局(IRS)25日表示，比特币不是货币，将视为财产征税。
今日美国报和美联社报导，IRS说比特币并非法定货币，不能用来支付税金。不过要是薪水以比特币发放，仍需缴税。IRS整理出16个问答题，说明比特币等虚拟货币的税务地位；大体而言，比特币适用于以物易物的税务准则。
这就是说，如果薪水以比特币支付，课税基准将以薪水收到时的比特币公允价值计算；如果用比特币购买货品或服务，卖方需用交易时的公允价值申报所得。
对投资人而言，比特币会被视为商品，倘若价值提高，出售后需支付资本利得税；要是价值降低，可以认列资本损失。另外，用特殊软件解决数学问题，获取比特币的挖矿者，也需将比特币价值列入总收入。
会计事务所WeiserMazars资深顾问Steve Brecher说，IRS新规厘清了因应比特币的方式，虽然仍有许多未解疑问，但这是好的开始。
彭博社20日报导，「比特币中国」(BTC China)创办人李启元(Bobby Lee) 认为，政府已无法遏止比特币发展；这种去中央化的虚拟货币流传全球，具有潜在的破坏性力量。不过以演化阶段而言，比特币还在萌芽阶段，他把2014年的比特币比喻为1993年的网络，预估未来5-10年会有大批创投资金涌入；一如1990年代中期到末期之间，创投业者砸入数十亿美元，投资网络新创公司。彭博社报导指出，要是比特币真像网络公司，或许真要崩盘一两次才能慢慢获得大众认可的合法地位。
