褐皮书：美国经济受严寒天气冲击 复苏情况难判断

联储局(Fed)5日发布「褐皮书（Beige Book）」指出，今年1月至2月初，美国各地经济活动普遍遭受严寒的天气冲击，致使经济复苏确实状况难以判断。褐皮书主要综整Fed共12个分行辖区景气概况，资料收集时间止于2月24日。纵观整份报告，「天气」共被提及119次，可见极端气候对美国经济的影响程度之深。报告指出，通膨大致维持平稳，而就业有微幅改善，12个辖区有8个地区经济温和成长。饱受寒害之苦的纽约、费城地区的经济活动有减缓的现象。另外，芝加哥虽然成长也有放慢但对2014年展望仍保持乐观，至于堪萨斯市则回报状况稳定。
在产业景气方面，制造业、零售业受天气因素冲击最大，但能源业产出则因需求增加反而逆势成长。多数地区反映房市景气持续改善，但速度已经减缓。FED下次货币决策会议预定于3月18至19日召开，褐皮书所提供的地区第一手信息通常是决策重要参考依据。据MarketWatch调查，FED届时将再缩减购债规模100亿美元。彭博社报导，FED主席叶伦当日在就职宣誓的典礼上表示，物价稳定与促进就业是FED的两大政策目标，而目前美国距离理想状态还很远，她承诺将更加努力来达成目标。
