波士顿Fed：QE减码速度将缓慢 10年期公债殖利率跌

波士顿联邦储备银行总裁Eric Rosengren称量化宽松货币政策(QE)仅会随经济复苏缓步减码，带动美国10年期公债殖利率续跌。Bloomberg Bond Trader报价显示，纽约债市7日尾盘时，10年期公债殖利率下跌2个基点至2.94%；该殖利率上周四(1月2日)盘中一度攀升至3.05%、创2011年7月以来新高。价格与殖利率呈现反向走势。公债价格7日稍早一度因德国零售销售数据强劲、法国消费者信心上扬而面临卖压，但随后在欧盟(EU)消费者物价指数(CPI)表现疲弱、Rosengren称QE仅将缓步减码的带动下走高。
Rosengren 7日在康涅狄格州发表演说时指出，经济复苏速度仍过慢，FED不应太早紧缩货币政策、以免推迟复苏步伐。他并表示，目前失业率仍偏高、通膨也太低迷，因此让货币政策以非常缓慢的速度回归正轨是相当适当的作法。Rosengren在前次联邦公开市场操作委员会(FOMC)货币政策会议中是唯一一位反对减码QE的官员。叶伦(Janet Yellen)6日获得美国参议院以56对26票表决通过任命案，确定成为FED第15任主席，也是FED百年历史上的首位女当家。她预定2月1日走马上任，并将接手缩减QE规模。美国即将在1月10日公布众所瞩目的就业报告。根据彭博社调查，经济学家预期非农业就业人数在2013年11月增加203,000人之后，会在12月续增193,000人。
此外，联邦公开市场操作委员会(FOMC)则预定在1月8日公布去(2013)年12月17-18日当次的会议纪录。美国财政部7日标售了300亿美元3年期公债，平均得标殖利率为0.799%(彭博社综合FED 21家主要交易商的平均预估值为0.797%)，高于去年12月份拍卖时的0.631%。象征买气的认购比率(bid-to-cover ratio)为3.25倍，低于过去10次拍卖的平均值(3.30倍)，并创去年10月以来新低。美国本次拍卖3年期公债时，间接投标者(indirect bidder，包含外国央行在内)认购了28%，比例低于过去10次的32%。此外，直接投标者(direct bidder，直接向财政部认购的非主要交易商)认购了22.6%，比例高于过去10次拍卖会的平均值16%。财政部还将在接下来两个交易日依序标售210亿美元10年期公债、130亿美元30年期公债。
