美国两党预算达成协议 将避免政府明年1月再次停摆

老是恶斗不休的美国国会终于学乖了，10日宣布两党预算谈判代表已经达成协议，若方案顺利过关，有望重整美国预算秩序，避免政府在明年1月15日再次停摆。
彭博社和路透社报导，据悉参众两院的预算委员会主席Patty Murray和Paul Ryan提出的草案，会在两年内将自动减支规模缩减630亿美元，并另谋方法删减200亿美元赤字。预料2014年的预算支出会增至1兆美元，高于2011年设定的9,670亿美元上限。
Ryan表示不会增税，但会透过出售政府的宽频频谱、提高机票安全费用、联邦政府员工增加退休金提拨等方法，增加政府收入，减少200亿美元赤字。
不过方案才提出，两党已有杂音。民主党议员认为不该让联邦员工权益受损，并要求延长失业福利补助期限；共和党则反对压低自动减支规模，认为会使美国赤字更加失控。众院可能在本周五(13日)表决预算案，若获通过再交付参院投票。
CNBC和路透社9日报导， 值得担心的是即便预算案通过，国会明年还得面临另一难关：举债上限。债限冻结至明年2月7日。国会预算办公室(CBO)表示调高举债限额势在必行，但共和党反对声浪未减，或许又是一场硬仗。
