全球经济调整 新兴市场经济成长率下跌

国际货币基金组织(IMF)总裁拉加德(Christine Lagarde)3日表示，全球经济正在进行超大规模调整，市场波动加剧将导致新兴市场经济成长率损失0.5至1个百分点。
其实，拉加德所谓的大调整是指联准会(FED)量化宽松(QE)政策退场对新兴市场国家所造成的冲击，以及对全球资金挪动的影响，她认为货币贬值、流动性管制或放宽货币政策将有助于减缓市场功能失调。
不过，拉加德警告，对于存在通膨压力的国家如巴西、印度、印度尼西亚与俄罗斯等国而言，施展货币政策的空间有限。除此之外，沉重债务与预算赤字意味着财政工具在许多开发中国家也派不上用场。
拉加德预测全球景气整体而言将持续低迷，但对于许多已开发国家经济复苏、财政回稳有起色则表示欣慰。
拉加德下周将赶赴华盛顿DC参加世界银行与IMF年会，原本QE议题将会是焦点所在。不过，在FED于9月作成推迟QE退场决定后，取而代之的将是美国政府关门以及举债上限等对全球景气的影响。
