上海自贸区政策未明 外资银行反应冷淡

上海自由贸易试验区29日正式挂牌,外资银行反应冷淡,仅有两家业者在区内开设分行,显示自贸区运作方式不够明确,引发外资银行困惑,对于是否进驻犹豫不决。
金融时报报导,上海自贸区被誉为是中国大陆10年来最具企图心的金融改革,大陆当局也宣布拟利用自贸区测试利率自由化和开设资本帐户等政策。不过外资银行只有花旗(Citigroup)和星展(DBS)两家业者进驻,熟悉审批过程的内情人士透露,申请的外资银行屈指可数,申办业者几乎全数获准;许多银行曾进行咨询,但他们仍在了解自贸区业务内容,评估是否需要设立分支。
在此同时,领导阶层并未出席剪彩仪式,现场最高层官员仅为商务部长高虎城,暗示北京高层不愿过度强调自贸区的重要性。上海银监局长廖岷指出,当局将调整区内银行的管理标准,给业者更多自由营运空间,同时也要避免外部风险扩散大陆。许多实施措施仍在讨论中,可能会允许自贸区业者的母公司在大陆国内发行债券。
北京新浪网报导,大陆30日已公布负面列表,共含18个行业门类,包括禁止投资开设网吧及博彩业等,其余未列清单业者皆可申请进入自贸区。
