9月15日，英镑兑美元明显拉升，市场对美联储本周利率决议保持鸽派维稳预期，而且疫苗消息普遍乐观，对美元构成打压。但英国脱欧可能成为主要因素，若英国无协议脱欧，英镑可能重现巨大转变。
制药商阿斯利康恢复了其新冠疫苗在英国的临床试验，这是研发进展最快的候选疫苗之一。此外辉瑞和德国生物技术公司BioNTech SE提议将其新冠疫苗第三阶段关键试验规模扩大到约4.4万名参与者。
虽然英国政府通过了有争议的法案，旨在推翻与欧盟的脱欧协议的部分内容，但围绕英镑的情绪还是转为积极，议员们将于周二开始对该法案进行详细审查。考虑到欧盟已威胁将对英国违反脱欧协议采取法律行动，这一最新进展加剧了市场对英国无协议脱欧日益加剧的担忧。
约翰逊说，“我理解一些人对使用这些权力会感到不安，我本人也有同样的感受；这是一种保护措施，如果我们和欧洲朋友达成协议，我仍然相信这是可能的，这些条款将永远不会被动用”。但一些欧盟外交官认为，伦敦正在进行一场胆小鬼博弈，通过威胁让贸易谈判破裂，获得英国想要的协议，否则就在没有达成协议的情况下脱欧。
高盛预计英国脱欧阻力重重，由于脱欧协商出现新的危机，无协议脱欧的预期恐推动欧元兑英镑将涨至平价，目前市场认为英国无协议脱欧的概率在40%-45%，如果是按照“协议”的基本情况交易，欧元兑英镑将跌至0.87。
9月底之前英镑可能非常不稳定，欧盟正等待英国是否会撤回《内部市场法案》，英镑兑美元三个月目标为1.27，六至十二个月目标为1.33。脱欧正重新成为英镑的主要推动因素，备受争议的新《内部市场法案》再次引发人们对无协议脱欧的担忧，英镑开始下跌，同时英国在经济复苏方面已经落后于其他国家。货币政策方面，11月英国货币政策委员料降息至零，并增加500亿英镑的量化宽松规模。
