美国原油市场震荡上涨后回吐部分涨幅，同时市场对疫情带来的影响情绪有所降温，带动冒险情绪回暖，提振原油需求复苏的预期，但市场认为原油需求恢复还需要很长时间，加上经济衰退对企业和家庭的冲击，原油价格将保持长期的震荡。
美国原油库存连续第二周升至纪录高位，不过美国政府数据显示，汽油和馏分油(包括柴油和取暖油)库存下滑。美国能源信息署(EIA)周三(6月17日)表示，截至6月12日的一周，原油库存连升第二周，增加121.5万桶，至5.393亿桶的纪录新高，而调查预估为增加160.5万桶。包括柴油和取暖油在内的馏分油库存减少135.8万桶，预估为增加204.7万桶。
原油维持持续再平衡需要需求出现更强劲的增长，但市场担忧新冠疫情卷土重来，可能会影响原油需求。此外投资者需要看到OPEC+产油国遵守减产协议，且美国原油生产不会持续复苏，预计美国原油期货价格将在38美元/桶附近维持窄幅震荡，阻力位略高于40美元/桶。
消息人士称，在周三的谈判中，石油输出国组织(OPEC)及其盟国组成的OPEC+的技术专家没有提出进一步延长创纪录减产的建议，并决定在周四的部长级会议前，集中讨论如何促进此前执行协议不力的国家落实减产。
一位消息人士在谈到周三的会议时表示进展顺利。一名OPEC+消息人士称，伊拉克和哈萨克斯坦料将在周四召开的联合部长级监督委员会(JMMC)会议上提出其减产和弥补之前的超额生产的计划。两名OPEC+消息人士周三表示，5月份的减产协议执行率为87%。
根据芝加哥商品交易所集团(CME Group)的原油期货市场数据，周三未平仓合约量连续第四个交易日下降，此次下降近2.3万份合约。同样在连续两个交易日增加后，成交量下降了约17.94万份合约。
