4月21日，原油市场的崩溃程度持续扩大，6月WTI原油期货合约下跌幅度超50%，而布伦特原油期货则跌幅超30%，当前油价跌势持续增加不仅因为即将到期的期货合约，还因为严重过剩的供应问题。
因各国为减缓疫情传播而实施的封锁措施造成燃料需求低迷，导致供远远过于求，迅速造成存储罐、管道和油轮不堪重负。
据消息人士透露，有国家要求欧佩克在5月之前开始减产，目前就这提案没有达成一致意见；部分欧佩克国家在今日的视频会议上称，他们认为存在减产仍不能稳定油市，不能帮助油价回升的风险。
俄罗斯能源部长诺瓦克称，全球石油市场处于极度动荡的状态，市场压力将持续到5月欧佩克+达成协议，如果有必要，欧佩克+完全有能力做出反应，WTI原油期货价格的大跌是在衍生品市场，而非是实体原油交易中。
分析师和交易员指出，石油市场最艰难的时刻可能在未来几周，因为全球范围内实施的封锁措施仍在压制石油需求，而沙特阿拉伯、俄罗斯及其它产油大国达成的历史性减产协议尚未生效，况且这份将于5月1日生效的减产协议远无法抵消过剩的供应。
全球海上设备存储的石油增加到近2.5亿桶，全球海上储油量正以“前所未见的速度”增加；布伦特6个月期的跨期价差接近13美元/桶，受此支撑，超大型油轮(VLCC)在这段期间的利润达每日13万美元；存储量正在迅速增加，这可能会继续压低油价并影响某些地区的实物交割，这两者都可能导致减产。
大田环球分析师估计，目前全球原油库存每周增加超过1亿桶，超过美国战略石油储备的全部闲置存储空间。他们预计第二季度全球整体过剩供应规模达每天8百万-9百万桶。
