美國製造業疲軟，特朗普給美國帶來傷痛

1月15日，市場等待中美第一階段的貿易協議簽署，因該協議的影響已被市場消化，但全球形勢還沒有恢復到正常狀態。同時美國總統特朗普挑起的貿易爭端，也在一定程度上對美國淨價造成巨大的損害，對美國製造業造成的傷害更為嚴重。
美國總統特朗普將和中國副總理劉鶴將於北京時間週四(1月16日)0:30在白宮簽署貿易協議。這項協議將為持續18個月之久、損及全球經濟成長的美中關稅大戰降溫。
此前有消息稱，根據中美達成的第一階段經貿協議，中國未來兩年將增加自美購買價值800億美元的製造業產品，500億美元的能源產品以及350億美元的服務業產品。
但美國仍維持對2500億美元中國工業品加征25%關稅的做法。市場普遍認為，該協議的影響已經被消化，全球貿易形勢距離恢復正常還很遠，黃金價格回調節奏放慢。
特朗普挑起貿易爭端的代價比之前認為的更廣泛、更深遠、更持久。美聯儲和其他頂級經濟學家的研究表明，美國對中國工業零部件加征的關稅，對美國製造業競爭力和就業造成的損害尤其嚴重。
製造業重要領先指標之一的鐵路貨運在2019年結束之際大幅放緩。伴隨而來的是美國商品出口放緩，部分是受到對美國商品的報復性關稅影響。
目前近三分之一的美國企業的進口中有大約46.5%需支付關稅。這些企業聘用的員工占美國所有民間非農就業人口的32%。
以製造業就業情況來看，關稅的進口保護效果，早就被投入成本升高與報復性關稅等效應所抵銷。關稅導致製造業就業崗位流失的數量高於增加的數量，也是美聯儲2019年放鬆貨幣政策的重要考量因素。
目前美聯儲已經暫停本輪寬鬆週期，但即使特朗普因“第二階段”協議而在未來幾個月取消剩餘的中國關稅，美國出口回升可能會面臨相當困難，美聯儲重新收緊貨幣政策也會存在不小的掣肘。
