国际金价在创下高位后出现回落，虽然市场对贸易前景又再出现疑虑，而且特朗普也在抱怨利率“太高”，但是美联储对当前货币政策认可，美元进一步走低的可能性降低，对金价造成了一定的压力。
美国总统特朗普与美联储主席鲍威尔周一上午在白宫会晤，这是自鲍威尔2018年2月走马上任以来两人的第二次会晤。鲍威尔曾在今年2月与特朗普会面，在之后的三个月里，每月进行了一次简短的通话。
美联储10月政策决定宣布后不到24小时，特朗普再度炮轰鲍威尔，称人们对他和美联储“非常失望”。就在上周，特朗普在一则推文中再度挖苦称，通胀处于低位：“(鲍威尔你听到了吗？)”
上周，鲍威尔分别在国会的两个委员会就美国经济形势作证词陈述。美联储表示，鲍威尔与特朗普会晤时的讲话内容与他在国会的证词陈述相“一致”。
美联储今年进行了三次降息，部分原因是为了抵消他们认为的特朗普政府对华贸易摩擦给经济造成的损害。但决策者在10月政策会议结束后暗示，除非经济严重恶化，否则不会进一步降息。
美中贸易摩擦已侵蚀美国经济增长：制造业已走软，企业投资也已下滑。受此影响，美国联邦国民抵押贷款协会(房利美)已将第四季GDP增长预估从2.1%下调至1.6%，并将2019年全年GDP增长预估从2.2%下调至2.1%。
美联储将今年的三次降息定性为“经济增长周期中的调整”，旨在抵消全球经济增长放缓和贸易冲突给美国经济带来的不利影响。后者损害了制造业和企业投资。
