歐洲央行維持穩定，經濟下行風險

10月24日，歐洲央行公佈利率決議，維持三大利率不變，央行行長德拉基重申利率決議內容，目前候任行長已加入歐洲央行管委會，整體保持鴿派風格，但著重強調了經濟下行所帶來的風險。
歐洲央行10月決議如期按兵不動，從11月起開始購債
① 如期維穩利率：歐洲央行10月如期維持存款機制利率-0.50%，主要再融資利率0%和邊際借貸利率0.25%不變。
② 從11月起開始購債：將從11月開始每月以200億歐元規模購債。
③ 利率前瞻指引：預期利率將維持在當前或者更低水準，直至通脹前景穩固轉向接近但低於2%的目標水準。
④ 未來購債步伐：如有需要，將繼續購債；將在加息前不久停止購債，將在首次加息後持續再投資計畫。

貨幣政策：需要在更長時間內持高度寬鬆的立場，歐洲央行正在提供貨幣政策刺激措施。

通脹：整體通脹可能在年末上升前輕微下滑，經濟增長疲軟的壓力傳導給通脹有所延遲，潛在中期通脹將會走高。
風險因素：經濟前景仍舊面臨下行風險，下行風險突出，通脹溫和經濟前景仍將面臨下行風險，風險與地緣政治、保護主義及新興市場脆弱性相關。
此外該機構認為，歐洲央行還重申自11月1日起重啟淨資產購買計畫，並表示為增強政策利率的寬鬆影響，量化寬鬆將會在首次加息前不久停止。換句話來說，就是量化寬鬆想要持續多久，就能持續多久。
