欧洲央行维持稳定，经济下行风险

10月24日，欧洲央行公布利率决议，维持三大利率不变，央行行长德拉基重申利率决议内容，目前候任行长已加入欧洲央行管委会，整体保持鸽派风格，但着重强调了经济下行所带来的风险。
欧洲央行10月决议如期按兵不动，从11月起开始购债
① 如期维稳利率：欧洲央行10月如期维持存款机制利率-0.50%，主要再融资利率0%和边际借贷利率0.25%不变。
② 从11月起开始购债：将从11月开始每月以200亿欧元规模购债。
③ 利率前瞻指引：预期利率将维持在当前或者更低水平，直至通胀前景稳固转向接近但低于2%的目标水平。
④ 未来购债步伐：如有需要，将继续购债；将在加息前不久停止购债，将在首次加息后持续再投资计划。

货币政策：需要在更长时间内持高度宽松的立场，欧洲央行正在提供货币政策刺激措施。
利率前瞻指引：如有必要，欧洲央行准备好调整所有政策工具，欧洲央行对负利率的评估是“非常积极的”。
通胀：整体通胀可能在年末上升前轻微下滑，经济增长疲软的压力传导给通胀有所延迟，潜在中期通胀将会走高。
风险因素：经济前景仍旧面临下行风险，下行风险突出，通胀温和经济前景仍将面临下行风险，风险与地缘政治、保护主义及新兴市场脆弱性相关。
此外该机构认为，欧洲央行还重申自11月1日起重启净资产购买计划，并表示为增强政策利率的宽松影响，量化宽松将会在首次加息前不久停止。换句话来说，就是量化宽松想要持续多久，就能持续多久。
