脱欧面临挑战，局势不稳可能让英国吃大亏

10月21日，英国首相约翰逊表示，将议会要求传达给欧盟，与欧盟达成了很好的协议。但不确定欧盟是否会同意延期，如果有修正案，政府将再次进行投票，但政府反对关税同盟和二次公投，目前政府和爱尔兰民主党仍在谈判。
此外，英国议会下院领袖理斯-莫格将在北京时间22:40就《退出协议法案》（WAB）发表声明并为周二该法案的二读做准备。
在周末议会表决未能通过英国首相鲍里斯·约翰逊与欧盟达成的脱欧协议后，英镑兑美元汇率终止四连涨，录得了0.7%的跌幅，但是依然停留在200日均线之上，因为投资者依然认定协议最终能够获得通过。英国政府仍然坚持英国应于10月31日脱欧欧盟的立场，并坚持认为其脱欧协议在英国下院拥有足够多的支持。
分析师称，脱欧协定面临两方面挑战；首先，在欧盟方面，英国已经递交申请延后脱欧的信件。但鉴于英国政府准备在本周就脱欧协定进行投票，为了给英国议会增加压力，预计在议会就脱欧协定有结果之前，欧盟不会就延后脱欧的申请作出决定。
其次，国内方面，英国首相约翰逊试图推动在今日就协定进行“关键投票”，但仍需等待英国下议院议长约翰·伯考是否同意进行投票。鉴于市场逐渐消化脱欧积极进展的乐观情绪，英镑兑美元略有走弱。如果今日进行“关键投票”提议未获通过，预计英镑兑美元将小幅下挫。
英国脱欧，以及贸易争端问题都带来了大量的不确定性。不确定性对投资来说是非常不好的，而眼下从其客户的表现来看，简直可以看成投资者的罢工；就在上周，英国议会下院以322票支持、306票反对的结果通过了修正案，要求政府先完成对脱欧协议中相关内容的立法程序再将协议本身提交议会表决，导致原定当日由议会下院表决的新脱欧协议并未进行表决；
欧洲理事会主席图斯克则表示，欧盟方面已收到来自英国的延长脱欧期限申请信。在利率极为低迷，投资成本非常低的情况下，升温的不确定性是非常巨大的不确定因素；“只有在有明确决定之后人们才会做出决定。”
