7月31日，美聯儲公佈最新的利率決議，美聯儲降息25個基點，利率調整至2.00-2.25%，符合市場的預期，這是自金融危機以來，美聯儲的首次降息。
從本次美聯儲決議聲明上看，美聯儲措辭鴿派不及預期，在決議公佈後，美元指數在短線上漲40餘點，現貨金價短線重挫10美元，其他非美品種全線下挫。
在美聯儲公佈的政策聲明中，美聯儲強調了經濟以適度的速度增長，就業市場強勁，就業增長維持穩固，失業率維持低企。
而美聯儲降息的決定是由於全球發展和通脹壓力。通脹方面，美聯儲稱，核心和整體通脹均低於2%，基於調查的通脹預期變化不大。
另外，本次降息並不是一致通過，而美聯儲以8:2的投票比例通過本次利率決定，喬治和羅森格倫希望維持利率不變。
值得一提的是，由於今晚的美聯儲決議並非季度性會議，因此將不會有利率點陣圖以及經濟預測發佈。
具體市場上，決議公佈後，美元指數短線上漲40餘點，現報98.27；現貨金價短線下挫10美元，現報1420美元/盎司；美元兌日元短線上漲30點，目前交投於108.77；美國原油價格短線窄幅震盪；美國三大股指短線回落走低。
分析師表示，現在降息將使經濟真正衰退時美聯儲的火力庫被削弱，而且可能導致市場震盪、甚至資產泡沫。
分析師指出，“美聯儲認為美國前景有惡化的風險，但這不是基本假設情境，除非情況嚴重惡化，否則這次利率調整不應看成是長期一連串降息的開始。”
分析師表示，“由於已經承諾降息一次，他們也只能硬著頭皮幹了，他們似乎努力想要消除市場的恐懼感。”
分析師稱，鮑威爾會將此次降息表述為一種“保險”，以防範經濟可能出現的更嚴重下滑。這種表述的含義是，FOMC未來數月將保持寬鬆傾向，並有責任化解不利趨勢和推動數據實質性改善，從而避免9月再次降息。
分析師指出，更多行動的時機和範圍存在不確定性，因此與目前得到良好溝通的降息相比，市場對未來政策措施的信號更敏感。政策制定者利用近期經濟數據樂觀之機來概述適度重新調整利率的參數，以避免陷入因壓力而實施更大幅度寬鬆的境地，這是明智的做法。
