美联储是预防性降息还是持续性降息

美联储通胀报告未能压制市场对美联储本月降息的预测，同时美元兑换其他货币的走势持续走弱，美联储主席鲍威尔称，由于通胀和失业率之间的关系断裂，降息仍存在一定空间。不过美国6月消费数据涨幅好于预期，凸显了强劲的经济走势。
分析师称，“尽管6月非农就业数据强劲且核心CPI通胀率上升，但鲍威尔释放的信号是，我们应该预期基金利率会于7月底下调，与增长、大宗商品挂钩的货币似乎从美元走弱中受益最多”。
美联储主席鲍威尔说起话来，开始有点儿像是“世界央行”的行长。本周在国会作证时，他再三提到全球经济增长放缓，从而为美国放松货币政策做好铺垫。“全球各地的增长都在放慢，特别是在制造业、投资和贸易方面，”周三他向众议院金融服务委员会表示。他就差没有做出本月底降息的承诺。
鲍威尔这么说可不仅仅是因为无私。正如他自己所言，国际经济放缓和贸易紧张局势加剧正在影响美国国内的经济前景。考虑到其他主要央行缺乏货币“弹药”，这无疑让美联储肩负起了更多支持全球经济，防止其拖累美国的责任。美国银行经济学家Michelle Meyer表示，“全球其他主要央行手头的工具有限，因而把放松政策、支撑全球经济增长和金融环境的目光都聚焦在了美联储身上。”
分析师认为，美元是否会持续走低取决于美联储如何定位7月份的举措——特别是，这是否是一个周期的开始；Browne称，“真正重要的是，这是一次预防性降息还是一场持续的降息？如果这是一场持续的降息，我认为收益率曲线将就此显著趋陡，我们可能开始看到美元真的滚落。”如果美联储采取一系列降息措施，美元兑欧元将特别容易受到影响，美元兑日元也有可能。
分析师说，美元仍将是G10货币中收益率最高的货币，这应会在低波动性/利差的环境中为美元提供支撑。分析师，随着市场已经完全消化了“保险性”降息，在美联储7月份会议之前，美国国债收益率曲线可能趋于平坦。Leow倾向于认为美国2-10年期收益率曲线趋平。
