美国时间21日，美国总统特朗普的前竞选团队精力，当天被法庭判定8项罪名成立。与此同时，特朗普钱律师现身纽约联邦法院自首，宣称在2016年总统大选中，“某位候选人”指示他向两名艳星支付封口费，而证词暗指特朗普。
周二司法部指控特朗普前竞选团队主席马纳福特欺诈，并与前私人律师科恩达成认罪协议，而科恩的证词暗指总统本人。
特朗普随后对司法部和联邦调查局(FBI)表达了自己的不满，并指责两个机构无法证明公平对待他本人及支持者。特朗普还指责塞申斯应为司法部的腐败负责，并表示自己任命了一位从未掌控过司法部的司法部长。
特朗普的第一任竞选经理科里莱万多夫斯基去年在一本书中透露，特朗普在2016年8月收到一份报告，这份报告提醒特朗普，马纳福特从他在乌克兰的工作中非法收受了数百万美元。特朗普告诉同僚称，他的竞选活动中有一个骗子。
不过马纳福特事件构成的威胁不那么直接。针对马纳福特的指控是特别检察官罗伯特·穆勒调查俄罗斯涉嫌干涉2016年美国大选的副产品。马纳福特被定罪的罪名并不涉及俄罗斯干涉美国大选，因此特朗普可能会寻找一些理由来撇开与马纳福特伏法的关系。
这项一揽子协议将为政府三分之二的行动提供资金，这在一定上也促成了两党达成一致，即尽可能的防止特朗普拒绝签署支出法案导致政府陷入停摆。但是由于法案通过存在一定的时限，白宫内部人士表示在9月30日资金用尽之前，只有11个工作日来获得特朗普的批准。
这意味着特朗普如果一意孤行拒绝两党希望通过的支出法案，将进一步降低特朗普在党内的支持率，同时也在一定程度上对于美国的经济预期产生不良的影响，这可能或进一步降低共和党在中期选举中的胜率。
