关税政策损人不利己，前财长称不必担心贸易战？

美国总统特朗普本月早些时候宣布对钢铁征收25%的税，对铝征收10%的税。FX678报道，美国著名经济学家萨默斯(Larry Summers)对特朗普征收钢铁关税一事提出质疑。他在3月24日时表示，这项政策有可能损害美国经济。萨默斯在中国发展高层论坛(China Development Forum)上接受CNBC记者的采访时表示，特朗普下令征收钢铁关税的行为将损害更多美国工人的利益。关税是美国国内经济安全的一个重要问题。
萨默斯称，美国钢铁使用行业所雇佣的工人数量是钢铁生产行业工人数量的40倍。萨默斯曾担任哈佛大学校长、国家经济委员会主任、世界银行首席经济学家和美国财政部长。他称：“所有人都说，征收钢铁关税对美国经济造成的风险很大，比不这样做要大得多。”他补充道，特朗普的这项政策会把一个贸易伙伴置于一个糟糕的境地中。萨默斯称：“我不知道特朗普强行征收钢铁关税会对中国造成什么损害，但我知道在其它国家受到伤害前，美国经济首先会首当其中的受到伤害。可是，发生金融战争的可能性很小。”
特朗普于北京时间3月23日签署备忘录，宣布对一系列中国进口商品征收关税，最高涉及的商品金额可能会达到600亿美元。对于美国的挑衅行为，中国商务部也予以了回击，拟对自美进口部分产品加征关税，涉及美对华约30亿美元出口。第一部分共计120个税项，涉及美对华9.77亿美元出口，包括鲜水果、干果及坚果制品、葡萄酒、花旗参、无缝钢管等产品，拟加征15%的关税。第二部分共计8个税项，涉及美对华19.92亿美元出口，包括猪肉及制品、回收铝等产品，拟加征25%的关税。
萨默斯认为，中国做出这样的回击，可能仅仅是针对美国最初宣布的钢铁和铝关税计划的回击，对于美方的其他行为，中国尚未拿出真正的措施。但不管贸易战会有多激烈，萨默斯都不认同有人猜测中国可能会做出通过让人民币升值或购买美国国债来发动金融战争的说法。他表示，贸易战不会有任何成为金融战争的实质性的机会，人们对此的担心是多余的。
