税改倒计时，美元多头现象如何？
美国当地时间11月16日，众议院将就税改进行投票，分析师认为，税改通过的可能性比市场预期的更乐观，投票结果料将在市场引起波动，美元多头这次能否击退“拦路虎”？
高盛分析师Alec Phillips称，共和党税改讨论的进度比预期更快，也超过了大多数观察人士的预期。尽管仍有一系列因素可能拖慢税改进程，甚至可能导致税改胎死腹中，税改在2018年初通过的可能性已经上升至80%，此前为65%。
受影响的行业带来的阻力，参议院投票反对票增加，以及总成本在1.5万亿美元的预算决议限制仍然是税改面临的挑战，这些问题可能拖慢甚至导致税改停止。
但是税改最近出现的积极进展料能压制这些风险。首先，对税改成本的官方预测，关键条款(包括将企业所得税下调至20%)的成本低于此前预期。其次，国家和地方税收见减免的重大限制的反对意见温和，意味着税改的民众基础将比预期更大。第三，中间派的共和党人似乎接受了最近的参议院提案。如果未来情况不发生明显变化，高盛预计，税改法案将在参议院赢得51票。
尽管如此，仍有许多细节有待解决。高盛预计，个别税率将小幅下调，以满足众议院和参议院的不同政治需求。20%的企业税率看起来是可以实现的，但可能仍然需要逐步实施。对净利息可抵扣性的限制更有可能遵循不那么严格的众议院版本，而国际企业税的变化看起来更有可能遵循参议院的提议。
预计众议院将在本周晚些时候通过其税收法案。参议院财政委员会也可能在本周晚些时候通过其税收改革提案，参议院只有一周的辩论时间。参议院将在12月初全面审议。最有可能出现的情况是，众议院参议院会议委员会(house – senate conference committee)似乎很可能要到2018年初才能通过税改方案。
