两党税改分歧大，黄金或许有机会
11月9日，现货黄金刷新10月20日以来高点至1288.25美元/盎司，因美国总统特朗普税改计划可能被推迟的担忧令美元短期前景蒙阴，美元指数创近4个交易日新低，从而助涨黄金。市场将洞悉，美国两党的税改分歧。
美国参议院减税议案料将在周四公布，这会令共和党的税改努力复杂化，导致华尔街对这方面努力的疑虑加深。分析师称，整个市场的关注焦点是特朗普政府税改计划的命运，减税实施若有推迟或搁浅的可能都将不利于美元。
南卡罗来纳州共和党参议员Lindsey Graham表示，白宫在今年年底之前至少要在国会斩获一项胜果，否则共和党将在中期选举中面临十分被动的局面。他说：“如果税改计划无法在年内问世，共和党未来选情将变得相当糟糕。要知道，之前的医改翻案屡屡在国会碰壁，不少美国家庭已经对白宫倍感失望，要是无法在税改上取得建树，我们真的不知道如何面对选民了。”
分析师表示：“美国税改令人失望的可能性很大，受税改不确定性影响，美元可能会经历一个走软阶段。”Dooley所指的是短线前景。
参议院减税议案与众议院的议案不同，市场在周四将有机会首次洞悉，美国国会两党在税改一事上的分歧。尽管参议院金融委员会预计公布的规划，将遵循国会共和党人和白宫在数月前达成的基本框架，但是参议院税改议案的最终版本还是有可能包含一些相当迥异的条款。
一些参议员周三(11月8日)下午透露称，孩童税收抵扣金规模和企业税结构可能与众议院的税改版本相去迥异，个人所得税方面可能也不尽相同，内部依然在就一些重要条款协调各方立场。
这正是共和党参议员考虑渐进式降低税率，而非一锤定音的重要原因。总统特朗普此前已明确表态称，希望在法案生效即刻，美国企业税率就能从35%一步到位降至20%，但参议员们，认为这样的做法代价太大。
分析师说道：“为了防止新债务的大幅增加，税改计划取消了许多豁免。但这正是政治争斗的导火索。在争斗结束时，我们仍可能看到重大的税收改革，只不过不是目前计划的样子。”
美联储也将迎来一年一度的票委轮替，鸽派人物卡什卡利和埃文斯将离任。他们将被更强硬的威廉姆斯和梅斯特取代。威廉姆斯赞成明年三次加息，梅斯特甚至暗示，她希望美联储“稍微强硬一点”。
